Symposium on Collaborative Development for the Motor Vehicle Inspection Industry and New Energy Vehicle Inspection Capability Building was Rounded off

On June 21, 2024, under the guidance of State Administration for Market Regulation's Department of Accreditation, Inspection, Testing Supervision and Management (hereafter referred to as "Accreditation and Inspection Department"), the 2024 Symposium on Collaborative Development for the Motor Vehicle Inspection Industry and New Energy Vehicle Inspection Capability Building was rounded off at China Automotive Engineering Research Institute Co., Ltd. (hereafter referred to as "CAERI”). The event was organized by China Association for Consumer Products Quality and Safety Promotion (hereafter referred to as "CACPQSP") and co-hosted by CAERI and Automotive Aftermarket Industry Governance Committee under CACPQSP.

The symposium was themed on "Building trust, promoting development, and embracing changes". Its purpose was to share experiences, summarize achievements, foster collaborative development of China's motor vehicle inspection and testing industry, and continuously pushing forward collaborative innovation. Notable attendees included Wang Kun, Vice Chairman and Secretary-General of CACPQSP, Cao Peng, Director of the Accreditation and Inspection Department, Hu Deyou, Head of the Chongqing Administration Market Regulation, Chao Peipei, a director of the CAERI, and Zhang Anqiang, Chairman of Duolun Technology. Other participants were from leading testing and operation enterprises in China and beyond, associations from Anhui, Chongqing, Shanghai, Shenzhen, Wuhan, and more, as well as equipment manufacturers and related media.

Policy Guidance, Industry Focus

With the in-depth implementation of the outline for boosting its strength in quality, China has elevated the construction of its quality infrastructure to a new level, achieving significant progress in quality enhancement actions. The motor vehicle inspection industry, as a crucial part in quality assurance, not only pertains to the safety of every vehicle owner but also directly impacts the overall safety and environmental standards of road traffic in China.

How to promote a healthy and orderly development of the motor vehicle inspection industry in this new stage of development, and to ensure the safety and reliability of in-use new energy vehicles and intelligent connected vehicles, represents a significant challenge facing industry players in China.

Recently, the Regulations on Testing of Safety Performance of New Energy Vehicles (hereafter referred to as the Regulations), co-drafted by the Traffic Management Research Institute ("TMRI") of the Ministry of Public Security and several enterprises including Duolun Technology, was subject to approval after drafting, opinion solicitation, and review. The Regulations are set to be officially implemented six months after publication, subject to notifications from relevant departments.

The highly anticipated Regulations put forward inspection requirements for the power battery, drive motor, electronic control system, and electrical safety of new energy vehicles from the perspective of quantitative technical inspection. As set out in the document, new inspection equipment, such as charging safety inspection devices, chassis dynamometers, and OBD readers, will be used. Upon publication and official implementation, the Regulations will fill a void in this field.

Therefore, in the context of the rapid development of new energy vehicles and intelligent connected vehicles, motor vehicle inspection agencies need to proactively enhance their capabilities in personnel, environment, and equipment to meet the challenges brought by new technologies.

Authoritative Communication, Great Wonders

With gradual release of relevant policies, this event initiated a series of discussions on topics such as the role of provincial and municipal associations in the management of inspection agencies, domestic and international chain operation models, and the Standards for Building Inspection Capabilities of New Energy Vehicles in Motor Vehicle Inspection Agencies.

Xu Ying, General Manager of Duolun Vehicle Inspection Group, a subsidiary of Duolun Technology, shared Management Practices of Duolun Group's Motor Vehicle Inspection Agencies. Ms. Xu noted that as a branded chain of motor vehicle testing agencies, Duolun Vehicle Inspection Group has been committed since its establishment to actively promoting the system construction and industry development of new energy vehicle safety testing through practical actions.

As the deputy leader of the Technical Working Group for Motor Vehicle Safety Inspection under the China Road Safety Association, Duolun Technology, along with its subsidiary J-Blue Tech, the TMRI and other standard committees, has participated in major projects under the Ministry of Science and Technology: "Research and Application Validation of the Safety Inspection Technology System and Platform for New Energy Vehicles" and "Research on Safety Performance Inspection Technology and Equipment for New Energy Vehicles". Both projects have successfully passed the national-level acceptance test.

In 2024, J-Blue Techs three new energy vehicle inspection devices, namely safety testing equipment, power battery and vehicle safety testing equipment, and OBD testing equipment, were among the first devices that passed the testing of the TMRI, making significant

contributions to creating the "Chinese solution" for vehicle safety inspection, with "online proactive warning and offline hazard elimination".

In the future, Duolun Technology will lead with standard technologies to enhance the operations management level of inspection agencies, effectively play its role as a leading enterprise in the industry, and work with industry partners to promote the high-quality development of the sector.
